New York State Certified Officials of Soccer (NYSCOS) Constitution

ARTICLE I – NAME OF THE ORGANIZATION

The name of the organization will be NEW YORK STATE CERTIFIED OFFICIALS of SOCCER. (NYSCOS)

ARTICLE II – PURPOSE OF THE ORGANIZATION

Section 1.
To have a statewide, unified organization that provides certified, qualified, approved, and competent officials of soccer for schools operating programs at the junior and senior high school levels.

Section 2.
The purpose of this organization will be accomplished by:

  1. Providing training of new officials to ensure fairness and consistency in officiating,
  2. Providing currently certified officials the opportunity to update and improve their knowledge and techniques of officiating,
  3. Interpreting the current rules and officiating techniques of the sport to both officials and coaches.
  4. Promoting a fair and healthy atmosphere in which sporting events occur.

ARTICLE III – MEMBERSHIP

Section 1.

  1. Chapters in existence prior to January, 1994 and members of the NYSOGS and NYSCOS are automatically members (local Boards) of the new NYSCOS Association.
  2. All new local Boards formed and admitted to membership after January 1994, will be required to have a combined BOYS and GIRLS membership for all members.

Section 2.
Any organized soccer officials group (local Board) applying for membership in NYSCOS after January 1994, will serve a two-year probationary period.

Section 3.
Each local Board shall have the right to set up its own Constitution and By-Laws providing such provisions are in accordance with all the provisions set by the NYSCOS Constitution and By Laws as well as those of the NEW YORK STATE PUBLIC HIGH SCHOOL ATHLETIC ASSOCIATION (NYSPHSAA), and the NATIONAL FEDERATION of STATE HIGH SCHOOL ASSOCIATION (NFHS).

  1. Application must be made by January 1, to the president of NYSCOS. The application must include a copy of the Constitution and By-Laws of the proposed “NEW” local Board seeking membership approval and a statement of the geographical are to be served.
  2. Be approved by all local Boards whose territory bounds that of the “New” local Board seeking approval. If no recommendation is forthcoming from the established local Board(s), the “New” local Board may appeal directly to the Executive Committee for approval.
  3. Be approved by the Executive Committee and recommended to the local Board’s representatives upon completing the following:

    1. Establishing that every member has met such requirements as established for individual members of NYSCOS.
    2. File a check for one (1) year’s membership dues with the NYSCOS Treasurer.
    3. Must have a combined membership of boys and girls soccer officials.

    1. Receive a favorable vote of two-thirds (2/3) of the Board representatives present at a meeting of this Board.
    2. Any officials and/ or local Boards who work contests in violation of any contract between NYSCOS and NYSPHSAA, Inc. and/or territorial jurisdiction as established by NYSCOS/OCF shall result in placing the entire local Board on probation for one (1) year and denied representation in all post-season contests for that period.

Section 5.

  1. Each local Board will send the NYSCOS Secretary the names of their officers and who will be the voting representative at the Annual Meeting by the date specified by the NYSCOS Secretary/Treasurer.
  2. Each local Board shall send a list of the approved officials, with the specific personal details requested and in the format specified to the Secretary/Treasurer of NYSCOS.
  3. At the State Meeting, each local Board shall be entitled to one (1) voting representative, who shall be an active member at the State meeting.

ARTICLE IV – OFFICERS

Section 1.
Officers of NYSCOS shall be the President, First Vice- President, Second Vice- President, Secretary/Treasurer, Interpreter, Past President, and Member- at- Large. An assistant Interpreter may also be appointed. This group of Officers shall be known as the Executive Committee.

Section 2.

  1. Only active members who have been in attendance at the state meetings for two (2) concurrent years shall be eligible for election to an office of NYSCOS.
  2. The term of office for elected officers shall be for two years.
  3. The officers shall be elected by closed ballot of a majority vote of the representatives.
  4. The nomination request will be mailed to all local Boards 30 days prior the Annual Meeting.
  5. Election of officers shall take place at the Annual Meeting.
  6. Election of Second Vice-President will be held on the EVEN year. He/she shall succeed the First Vice- President who will succeed the President.
  7. The election of the Secretary/Treasurer will be held on the EVEN year.
  8. The At- Large Member will be elected on the ODD year.
  9. New Officers will take office and the conclusion of the Annual Meeting.

ARTICLE V - AMENDMENT

Section 1.
Proposed amendments to the Constitution must be presented in writing to the Secretary at least 30 days prior to the Annual Meeting.

Section 2.
After consideration at the annual meeting and recommended by the NYSCOS Executive Committee, the proposed amendment will be presented to all local Boards for a vote. A two-thirds (2/3) vote of all the local Boards present is required for approval.

ARTICLE VI – QUORUM

The necessary Quorum, to transact NYSCOS business at any special or regular meeting, shall consist of two-thirds (2/3) of the membership.
