Constitution and Bylaws

ARTICLE I – NAME OF THE ORGANIZATION

The name of the merged organization will be New York State Certified Officials of Soccer. (NYSCOS)

ARTICLE II – PURPOSE OF THE ORGANIZATION

Section 1.

To have a statewide, unified organization that provides certified, qualified, approved, and competent officials of soccer for schools operating programs at the junior and senior high school levels.

Section 2.

The purpose of this organization will be accomplished by:

1. Providing training of new officials to ensure fairness and consistency in officiating, 2. Providing currently certified officials the opportunity to update and improve their knowledge and techniques of officiating, 3. Interpreting the current rules and officiating techniques of the sport to both officials and coaches, 4. Promoting a fair and healthy atmosphere in which sporting events occur.

ARTICLE III – MEMBERSHIP

Section 1.

A. Current local chapters in existence prior to January, 1994 and members of the NYSOGS and NYSCOS are automatically members of the new NYSCOS Association.

B. All new chapters formed and admitted to membership after January 1994, will be required to have a combined girls and boys membership for all members.

Section 2.

Any organized soccer officials group applying for membership in NYSCOS after January 1994, will serve a two-year probationary period.

Section 3.

Each board shall have the right to set up its own Constitution and By-Laws providing such provisions are in accordance with all the provisions set by the NYSCOS Constitution and By Laws and the national governing body.

Section 4.

A. Any new organized group of soccer officials in New York State may become a member of this Association subject to the following conditions:

1. Application must be made by January 1, to the president of the Associatio. The application must include a copy of the Constitution and By- Laws of the applicant’s and a statement of the geographical are to be served.

2. Be approved by all Local Chapters whose territory bounds that of the “New” chapter seeking approval. If no recommendation is forthcoming from the established chapter (s), the “New” chapter may appeal directly to the Executive Committee for approval.

3. Be approved by the Executive Committee and recommended to the Local Chapter representatives upon completing the following:

a. Establishing that every member has met such requirements as established for individual members of NYSCOS.

b. File a check for one (1) year’s membership dues with the Association’s Treasurer.

c. Must have a combined membership of boys and girls soccer officials.

4. a. Receive a favorable vote of two-thirds (2/3) of the Local Chapter representatives present at a meeting of this Association.

b. Any officials and/ or Chapters who work contests in violation of any contract between NYSCOS and NYSPHSAA, Inc. and/or territorial jurisdiction as established by NSCOS/OCF shall result in placing the entire Chapter on probation for one (1) year and denied representation in all post-season contests for that period.
