NYSCOS BY-LAWS
ARTICLE I – MEMBERSHIP
Section 1.
Membership in NYSCOS is open to any high school soccer official who is in good standing
of his/her local Board as recognized by NYSCOS.
Section 2.
The local Boards shall consist of Boards located in each recognized Section of the NYSPHSAA. Any NYSCOS member transferring from one local Board to another will maintain their level (status - VARSITY/NON-VARSITY) of games officiated. Status earned in a local Board will be accepted in all other local Boards of NYSCOS. This should also pertain to "dual membership" in local Boards of NYSCOS.
Section 3.
An approved official is one who adheres to the following:
- Pass the National Federation of State High School Associations (NFHS) Soccer Rules exam, closed book, given annually. The NFHS written test score for that current year is acceptable if taken at the test site of another NYSCOS local Board.
- Passing grade for a varsity official shall be 85. A passing grade for a non-varsity official shall be set by each local Board.
- An official shall meet the requirements of the “Five Point Plan”, as established by NYSPHSAA, Inc.
- An official may elect to officiate boys’ contests, girls’ contests or both.
- An official must take the physical performance test (PPT) prior to the start of each season. Failure to take this PPT will eliminate that official from consideration to referee in the STATE tournament, including sub-regional’s, regional’s, semi-finals, and finals. Also, local Boards have the option of reducing the official’s assignments and/or lowering that official’s rank/statue (VARSITY to NON VARSITY) within their local Board. Either this PPT or the National Intercollegiate Soccer Officials Association (NISOA) PPT is acceptable. NYSCOS will accept participation in the NISOA and/or the USSF physical fitness tests as satisfactorily completing the NYCOS requirement.
Section 4.
It shall be the responsibility of each local Board to establish standards for renewing each individual member’s field rating.
Section 5.
Each local Board shall send a list of approved officials to the NYSCOS Secretary/Treasurer.
Section 6.
Any local Board not complying with the CONSTITUTION and BY-LAWS of NYSCOS, failing to pay dues on time, or not filing yearly information needed on the official roster forms by June 1st, may be subject to suspension and/ or fine (s).
- Failure to pay dues, submit rosters on time -- $100.00 fine and one (1) year’s probation.
- Failure to attend the Annual Meeting -- $75.00 fine and one (1) year probation.
- Failure to make two consecutive meetings -- loss of State Affiliation; to reapply, $150.00 fee and two (2) years probation.
ARTICLE II - DUTIES OF THE OFFICERS
Section 1.
The President
- Preside at all meetings.
- Construct and submit an agenda to the Secretary/Treasurer.
- Appoint all standing committees, special committees subject to the approval of the Association.
- Call special meetings whenever necessary.
- Succeeds to the Presidency from the position of First Vice-President.
- The President or his/her designee shall represent NYSCOS at all State and local meetings.
- Annually, appoint an audit of the expenditures.
Section 2.
First Vice-President
- Presides at all meetings in the absence of the President.
- Succeed the President.
- Serve as Chairperson of the Constitution Revision Committee.
- Serve as Interpreter of the Constitution.
- Attend the BOYS or GIRLS STATE Soccer Tournament and assist where needed.
Section 3.
Second Vice-President
- Preside at all meetings in the absence of the President and First Vice- President.
- Will succeed the First Vice-President.
- Attend the BOYS or GIRLS STATE Soccer Tournament and assist where needed.
Section 4.
Secretary/Treasurer
- Mail the agenda for the Annual Meeting 30 days prior to the meeting.
- Prepares records and distributes minutes of all meetings.
- File an annual copy of each local Board roster with the NYSPHSAA.
- Collect annual dues, other fees and insurance certificates.
- Keep an accurate account of all finances.
- Pay all bills as necessary, when approved by the Executive Committee.
- Submits a financial report and budget at the Annual Meeting.
- Attend the NYSPHSAA OCF Meetings.
Section 5.
Duties of the Past President
Chair the nominating, appeals/hearing committees and any other committee (s) set forth by the President.
Section 6.
Duties of the Interpreter and Assistant Interpreter.
- Conduct an interpretation and mechanics clinic at the Annual Meeting.
- Attend the NFHS Rules meeting.
- Interpret any question on rules and mechanics that occur during the year.
Section 7.
The Member-At-Large will act as a liaison between the membership and the Executive Committee.
